PLANNING DEPARTMENT

The key steps in the City of Mansfield’s development process are outlined below.
Development Review Committee (DRC)
The DRC is an opportunity for developers, business owners, and architects to meet informally with City departments — including Planning, Engineering, Fire, Building Inspection, Public Works and Police — before applying for a building permit.
Purpose:
- Discuss zoning, building codes, fire codes, and platting
- Identify potential issues early in the process
- Receive coordinated feedback from all relevant departments
What to Bring:
No materials are required, but bringing a site plan, location map, or building elevations will help staff provide more tailored guidance.
Pre-Application Conference (PAC)
The PAC provides an opportunity to discuss proposed zoning changes, development plans, plats, and gas well applications with the City’s key departments prior to their review by the Planning and Zoning Commission.
Purpose:
- Discuss project feasibility
- Ask questions
- Staff will outline requirements and processes for the proposed project
Development applications are due 30 days prior to meetings (held on the fourth Thursday of each month)
Permits
A permit is required for new construction, as well as work that changes, moves or repairs walls, floors, ceiling, windows, doors, electrical, mechanical or plumbing.
Permits are not required for “cosmetic” remodels (floor or wall covering, cabinets, counter tops, shelving, etc.) or plumbing fixture replacement.
Permits that required plan review typically take about 5 to 10 business days, depending on the scope of the project.
Signage
There are specific regulations regarding the types of signage that may be used, in Kennedale. Please refer to Ordinance no. 414 or contact Planning and Zoning at 817-985-2135 if we can answer any questions.
Inspections
Multifamily and non-residential projects are inspected by Building, Engineering, Planning, Fire, and Environmental Services for the various requirements of each of these departments. Preconstruction meetings are required and attended by all departments. Prior to a final inspection of a structure by the Building Inspector all site requirements of the various departments must be complete.
We advise that a walkthrough be scheduled with the various departments well in advance of the anticipated building completion in order to prevent a delay in the final inspection of the building.

Certificate of Occupancy and Business License
A Certificate of Occupancy is a document issued by the City of Kennedale that certifies a
building’s compliance with the City’s building codes and zoning regulations. Additionally, all businesses within the city limits require a business license annually. There is no cost for business licenses.
Taxes
Residents and businesses are fortunate to have an extremely favorable tax environment in Texas, beginning with the absence of state income taxes. Current property taxing entities include Kennedale ISD, Tarrant County, Tarrant County College District, Tarrant County Hospital and the City of Kennedale.

The total Kennedale sales tax has recently been 8.25%, broken down by:
- State sales tax: 6.25%
- City of Kennedale: 2%

- .5% Funding for Kennedale Economic Development Corporation (KEDC)
